POSITION SUMMARY:

Provide technical and programmatic support for the High Speed/Hypersonic (HS/H) Test and Evaluation (T&E) program at the Arnold Engineering Development Center (AEDC), TN.

Duties:JOB DUTIES:

Develop and present oral and/or written status reports on assigned HS/H projects to the Test Management Resources Center, Office of the Secretary of Defense (OSD), and other high level Government agencies.

Perform in-depth analyses of technology gaps in current HS/H T&E facilities, both at AEDC and throughout the United States, and recommend programs and methodologies to correct the deficiencies identified.

Assist the Government in developing Broad Agency Announcements, and other Federal contracting advertisements, to solicit proposals for addressing technology gaps in the HS/H T&E program implementation.

Analyze proposals, recommend acceptance or rejection, and provide technical oversight of HS/H T&E technology development projects, performed by Government, industrial and academic principle investigators. 

Provide recommendations for new facility developments, to support the HS/H T&E program requirements, both in the near term and the future, based upon firsthand T&E knowledge and experience and an understanding of the current capabilities of national and international test assets.

Qualifications: MINIMUM REQUIREMENTS:

BS degree in aeronautical or mechanical engineering; a MS is highly desirable.  Candidates must have project management experience demonstrating the ability to successfully control cost, schedule and technical performance of complex technical projects.  Experience in Government acquisition procedures, including the development of technical specifications and/or statements of work, definition of proposal evaluation criteria, and the proposal evaluation process.

Minimum of ten years of hands-on experience in designing, conducting and analyzing supersonic or hypersonic experiments performed in ground test facilities such as high speed wind tunnels or altitude propulsion test cells.

Additional test experience involving aerothermodynamic gas phenomena, such as plasma formation, with or without magneto hydrodynamics effects, is also desirable.

Must possess knowledge of state-of-the-art sensors (temperature, pressure, flow velocity, etc.), intrusive/non-intrusive probes, and other diagnostic devices used to perform engineering data measurements on hypersonic systems.  The individual is also expected to evidence a high degree of proficiency in oral and written communication, both in presenting management reports, as well as in scientific and engineering publications.  Development and presentation of technical papers at scientific and engineering conferences and symposia is highly desirable.  Experience in managing multiple, complex tasks, under time constraints, is also highly desirable for this position.
